The Reserve Bank introduces Ombudsman Scheme for Digital Transactions
The Scheme, launched under Section 18 of the Payment and Settlement Systems Act, 2007, will provide a cost-free and expeditious complaint redressal mechanism relating to deficiency in customer services in digital transactions conducted through non-bank entities regulated by RBI. Complaints relating to digital transactions conducted through banks will continue to be handled under the Banking Ombudsman Scheme. The offices of Ombudsman for Digital Transactions will function from the existing 21 offices of the Banking Ombudsman and will handle complaints of customers from their respective territorial jurisdiction.
The Scheme provides for an Appellate mechanism under which the complainant / System Participant has the option to appeal against the decision of the Ombudsman before the Appellate Authority.

3,4,5 दिसंबर को हुई बैठक में रिजर्व बैंक डिजिटल लेनदेन के लिए लोकपाल योजना प्रस्तावित की है।
8. डिजिटल लेनदेनों के लिए लोकपाल योजना
देश में डिजिटल मोड के साथ वित्तीय लेनदेनों को गति दिलाने के लिए, इस चैनल में उपभोक्ता विश्वास को मजबूत करने के लिए समर्पित, लागत मुक्त और शीघ्र शिकायत निवारण तंत्र की आवश्यकता उभर रही है। इसलिए रिजर्व बैंक के नियामक क्षेत्राधिकार के तहत आने वाली संस्थाओं द्वारा प्रदान की जाने वाली सेवाओं को शामिल करने वाली 'डिजिटल लेनदेनों के लिए लोकपाल योजना' को लागू करने का निर्णय लिया गया है। यह योजना जनवरी 2019 के अंत तक अधिसूचित की जाएगी।
9. प्रीपेड पेमेंट इंस्ट्रूमेंट्स सहित अनधिकृत इलेक्ट्रॉनिक भुगतान लेनदेनों के संबंध में ग्राहक देयता को सीमित करने के लिए रूपरेखा
रिजर्व बैंक ने बैंकों और क्रेडिट कार्ड जारी करने वाली गैर-बैंकिंग वित्तीय कंपनियों (एनबीएफसी) पर अनधिकृत इलेक्ट्रॉनिक लेनदेन के संबंध में ग्राहक देयता को सीमित करने संबंधी निर्देश जारी किए हैं। उपभोक्ता संरक्षण के उपाय के रूप में,यह निर्णय लिया गया है सभी ग्राहकों को उनके द्वारा किए गए इलेक्ट्रॉनिक लेनदेन के संबंध में एक ही स्तर पर लाया जाए और प्रीपेड पेमेंट इंस्ट्रूमेंट्स (पीपीआई) सहित अनधिकृत इलेक्ट्रॉनिक लेनदेन के लिए ग्राहक देयता को सीमित करने का लाभ इस विषय पर मौजूदा दिशानिर्देशों द्वारा शामिल न किए गए अन्य संस्थाओं तक बढ़ा दिया जाए। दिशानिर्देश दिसंबर 2018 के अंत तक जारी किए जाएंगे।

सूक्ष्म, लघु और मध्यम उद्यम (एमएसएमई) अर्थव्यवस्था में रोजगार, उद्यमिता और विकास में महत्वपूर्ण योगदान देते हैं। वे लगातार, अपनी अनौपचारिक स्वरूप के कारण, कभी-कभी लगातार प्रभाव के साथ संरचनात्मक और चक्रीय झटके के प्रति संवेदनशील होते हैं। एमएसएमई के प्रदर्शन को प्रभावित करने वाली आर्थिक ताकतों और लेनदेन लागतों को समझना महत्वपूर्ण है, जबकि अक्सर एमएसएमई तनाव के पुनर्वास दृष्टिकोण ने अनुकूल क्रेडिट शर्तों और विनियामकीय संयम लागू करने पर ध्यान केंद्रित किया है। हमारी ओर से, भारतीय रिज़र्व बैंक द्वारा एमएसएमई क्षेत्र की आर्थिक और वित्तीय स्थिरता के लिए कारणों का पता करके उनके दीर्घकालिक समाधान प्रस्तावित करने के लिए एक विशेषज्ञ समिति गठित की जाएगी। समिति की संरचना और विचारार्थ विषयों को दिसंबर 2018 के अंत तक अंतिम रूप दिया जाएगा और रिपोर्ट जून 2019 के अंत तक जमा की जाएगी।

स्टॉक ब्रोकर नकदी भुगतान ना तो लें और ना करें: सेबी
मार्केट रेगुलेटर सेबी ने सर्कुलर जारी कर स्टॉक ब्रोकर्स को तत्काल प्रभाव से ग्राहक को नकदी में भुगतान या ग्राहक से नकदी लेने की मनाही की है। रेगुलेटर ने कहा है कि सरकार नकदीरहित यानी कैशलेस लेनदेने को प्रोत्साहित कर रही है जिसे देखते हुए स्टॉक ब्रोकर्स को भी पैसों का लेनदेन कैशलेस माध्यमों जैसे मोबाइल बैंकिंग, यूपीआई, ऑनलाइन बैंकिंग, डिमांड ड्राफ्ट (डीडी) और क्रॉस चेक से करना चाहिए।
सर्कुलर में कहा गया है कि चाहे स्टॉक ब्रोकर्स में सीधे पैसों का लेन-देन कर रहा हो या फिर बैंक अकाउंट के जरिये, कैशलेस माध्यमों का इस्तेमाल करना होगा। सेबी ने स्टॉक एक्सचेंज को भी इस संबंध में नियमों में बदलाव करने का निर्देश दिया है।

27th GST council meeting discusses change in GST rate for digital transactions and imposition of Sugar Cess
- 1 - Incentive to promote Digital Transactions:
- Keeping in view the need to move towards a less cash economy, the Council has discussed in detail the proposal of a concession of 2% in GST rate [where the GST rate is 3% or more, 1% each from applicable CGST and SGST rates] on B2C supplies, for which payment is made through cheque or digital mode, subject to a ceiling of Rs. 100 per transaction, so as to incentivise promotion of digital payment.
- The council has recommended for setting up of a Group of Ministers from State Governments to look into the proposal and make recommendations, before the next Council meeting, keeping in mind the views expressed in GST Council.
2. Imposition of Sugar Cess over and above 5% GST and reduction in GST rate on ethanol:
- Keeping in view the record production of sugar in the current sugar season, and consequent depressed sugar prices and build-up of sugarcane arrears, the Council discussed the issue of imposition of sugar cess and reduction in GST rate on ethanol in great detail.
- The council has recommended for setting up of a Group of Ministers from State Governments to look into the proposal and make recommendations, within two weeks, keeping in mind the views expressed in GST Council in this regard.
