भारतीय रिज़र्व बैंक ने वित्तीय स्थिरता रिपोर्ट, जून 2023 जारी की

रिज़र्व बैंक ने वित्तीय स्थिरता रिपोर्ट (एफएसआर) का 27वां अंक जारी किया, जो वित्तीय स्थिरता के जोखिमों और वित्तीय प्रणाली की आघात सहनीयता पर वित्तीय स्थिरता और विकास परिषद (एफएसडीसी) की उप-समिति के सामूहिक मूल्यांकन को दर्शाता है।

मुख्य बातें:

  • वैश्विक अर्थव्यवस्था कुछ देशों में बैंकिंग प्रणाली की कमजोरी, निरंतर जारी भू-राजनीतिक तनाव और कम लेकिन उच्च मुद्रास्फीति के बीच अत्यंत अनिश्चितता का सामना कर रही है।

  • वैश्विक चुनौतियों के बावजूद, भारतीय अर्थव्यवस्था और घरेलू वित्तीय प्रणाली आघात-सहनीय बनी हुई है, जिसे समष्टि-आर्थिक मूल तत्व द्वारा समर्थन प्राप्त है।

  • निरंतर संवृद्धि की गति, मुद्रास्फीति में कमी, चालू खाता घाटे में कमी और विदेशी मुद्रा आरक्षित निधि में बढ़ोत्तरी, निरंतर राजकोषीय समेकन और एक सुदृढ़ वित्तीय प्रणाली अर्थव्यवस्था को सतत संवृद्धि के रास्ते पर स्थापित कर रही है।

  • बैंकों और कॉरपोरेट्स के सुदृढ़ तुलन-पत्र एक नए ऋण और निवेश चक्र को उत्पन्न कर रहे हैं और अर्थव्यवस्था की संभावनाएं उज्ज्वल हो रही है।

  • अनुसूचित वाणिज्यिक बैंकों (एससीबी) का पूंजी की तुलना में जोखिम- भारित आस्ति अनुपात (सीआरएआर) और सामान्य इक्विटी टियर 1 (सीईटी 1) अनुपात, मार्च 2023 में क्रमशः 17.1 प्रतिशत और 13.9 प्रतिशत के ऐतिहासिक उच्च स्तर पर पहुंच गया।

  • एससीबी की सकल अनर्जक आस्ति (जीएनपीए) अनुपात में गिरावट जारी रही और यह मार्च 2023 में 3.9 प्रतिशत पर 10 वर्षों के निचले स्तर पर पहुँच गई तथा निवल अनर्जक आस्तियां (एनएनपीए) अनुपात घटकर 1.0 प्रतिशत रह गया।

  • ऋण जोखिम के लिए समष्टि तनाव परीक्षणों से पता चलता है कि एससीबी गंभीर तनाव परिदृश्यों में भी न्यूनतम पूंजी आवश्यकताओं का अनुपालन करने में सक्षम होंगे। बेसलाइन, मध्यम और गंभीर तनाव परिदृश्यों के अंतर्गत मार्च 2024 में जोखिम- भारित आस्ति अनुपात (सीआरएआर) की तुलना में प्रणाली- स्तर पूंजी क्रमशः 16.1 प्रतिशत, 14.7 प्रतिशत और 13.3 प्रतिशत पर होने का अनुमान है।

वैश्विक अर्थव्यवस्था मंदी के जोखिम के बीच वित्तीय बाजारों में अस्थिरता बढ़ी: RBI Financial Stability Report


भारतीय रिज़र्व बैंक ने वित्तीय स्थिरता रिपोर्ट, दिसंबर 2022 जारी की

भारतीय रिज़र्व बैंक ने वित्तीय स्थिरता रिपोर्ट (एफएसआर) का 26वां अंक जारी किया हैा। यह वित्तीय स्थिरता के जोखिमों और वित्तीय प्रणाली की आघात सहनीयता पर वित्तीय स्थिरता और विकास परिषद (एफएसडीसी) की उप-समिति के सामूहिक मूल्यांकन को दर्शाता है।

मुख्य बातें:

  • वैश्विक अर्थव्यवस्था मंदी के जोखिम के साथ विपरीत परिस्थितियों का सामना कर रही है। कई आघातों के परस्पर प्रभाव के परिणामस्वरूप वित्तीय स्थितियां सख्त हो गई हैं और वित्तीय बाजारों में अस्थिरता बढ़ गई है।

  • भारतीय अर्थव्यवस्था मजबूत वैश्विक चुनौतियों का सामना कर रही है। तथापि, मजबूत समष्टि अर्थव्यवस्था के मूल तत्व तथा वित्तीय और गैर-वित्तीय क्षेत्र के स्वस्थ तुलन-पत्र, शक्ति और आघात-सहनीयता प्रदान कर रहे हैं और वित्तीय प्रणाली में स्थिरता उत्पन्न कर रहे हैं।

  • बैंक ऋण की बढ़ती मांग और निवेश चक्र में बहाली के शुरुआती संकेतों से अनुसूचित वाणिज्यिक बैंकों (एससीबी) की आस्तियों की गुणवत्ता में सुधार, लाभप्रदता में वापसी और मजबूत पूंजी तथा चलनिधि के बफर से लाभ हो रहा है।

  • अनुसूचित वाणिज्यिक बैंकों (एससीबी) का सकल अनर्जक आस्ति (जीएनपीए) अनुपात सितंबर 2022 में कम होकर सात वर्ष के निचले स्तर 5.0 प्रतिशत पर आ गया और निवल अनर्जक आस्तियां (एनएनपीए) दस वर्ष के निचले स्तर 1.3 प्रतिशत पर आ गई हैं।

  • ऋण जोखिम की समष्टि दबाव जांच से पता चलता है कि एससीबी गंभीर दबाव परिदृश्यों में भी न्यूनतम पूंजी अपेक्षाओं का पालन करने में सक्षम होंगी। सितंबर 2023 में बेसलाइन, मध्यम और गंभीर दबाव परिदृश्यों के अंतर्गत प्रणाली-स्तरीय जोखिम भारित आस्तियों की तुलना में पूंजी अनुपात (सीआरएआर) क्रमशः 14.9 प्रतिशत, 14.0 प्रतिशत और 13.1 प्रतिशत होने का अनुमान है।

  • निरंतर स्वरूप वाले कर्ज़ म्यूचुअल फंड के लिए दबाव जांच में, ब्याज दर, ऋण और चलनिधि जोखिम से संबंधित सीमाओं में कोई उल्लंघन नहीं पाया गया। जीवन और गैर-जीवन बीमा कंपनियों दोनों का समेकित ऋण-शोधन क्षमता अनुपात भी निर्धारित न्यूनतम स्तर से ऊपर रहा।

Reviving private investment demand remains a key challenge:RBI
The Reserve Bank of India today released the 19th issue of the Financial Stability Report (FSR). The FSR reflects the collective assessment of the Sub-Committee of the Financial Stability and Development Council (FSDC) on risks to financial stability, as also the resilience of the financial system. The Report also discusses issues relating to development and regulation of the financial sector.

Overall assessment of systemic risks
India’s financial system remains stable in the backdrop of improving resilience of the banking sector, even though the emerging trends in global economic as also geopolitical environment pose challenges.
Global and domestic macro-financial risks
  • Global economic activity continues to face significant headwinds since the second-half of 2018 culminating in a lower global growth forecast of 3.3 per cent in 2019. Adverse geopolitical developments and trade tensions are gradually but predictably taking a toll on business and consumer confidence.
  • Advanced economies’ (AEs) central banks have eased their monetary policy stance. While asset prices and global capital flows initially recovered in response, the markets appear to be deeply conditioned by the implied ‘Fed put’ and any significant reassessment would require re-rating of a host of issues relating to emerging market and developing economies (EMDEs) with a risk of sharp adjustments.
  • Domestic economy hit a soft patch recently as private consumption, the key driver of GDP, turned weak. This along with subdued new investment pipeline and a widening current account deficit have exerted pressure on the fiscal front.
  • Reviving private investment demand remains a key challenge going forward while being vigilant about the spillover from global financial markets.
Financial Institutions: Performance and risks
  • Credit growth of scheduled commercial banks (SCBs) picked up, with public sector banks (PSBs) registering near double digit growth. Capital adequacy of the SCBs improved after the recapitalisation of PSBs.
  • With the bulk of the legacy non-performing assets (NPAs) already recognised in the banking books, the non-performing asset (NPA) cycle seems to have turned around.
  • Provision coverage ratio (PCR) of all SCBs rose sharply to 60.6 per cent in March 2019 from 52.4 per cent in September 2018 and 48.3 per cent in March 2018, increasing the resilience of the banking sector.
  • Macro-stress tests for credit risk indicate that under the baseline scenario, SCBs’ gross nonperforming asset (GNPA) ratio may decline from 9.3 per cent in March 2019 to 9.0 per cent in March 2020.
  • Recent developments in the Non-banking financial companies (NBFC) sector have brought the sector under greater market discipline as the better performing companies continued to raise funds while those with ALM and/or asset quality concerns were subjected to higher borrowing costs.
  • Analysis of the financial network structure reveals that joint Solvency-Liquidity contagion losses to the banking system due to idiosyncratic failure of banks are lower for March 2019 than in March 2018 (FSR June 2018) due to a better capitalised public-sector banking system. Solvency contagion losses to the banking system due to idiosyncratic HFC/NBFC failure show that the failure of largest of these can cause losses comparable to those caused by the big banks, underscoring the need for greater surveillance over large HFCs/NBFCs.
Financial sector: Regulation and developments
  • In order to finetune the supervisory mechanism for the banks, the Reserve Bank has recently reviewed the structure of supervision in the context of the growing diversity, complexities and interconnectedness within the Indian financial sector.
  • The revised prudential framework on stressed assets issued by the Reserve Bank on June 7, 2019 while extending the erstwhile stressed asset resolution framework, also builds in incentive for early adoption of a resolution plan (RP).
  • To address counterparty concentration risk in the banking sector, the Reserve Bank introduced a revised large exposures framework (LEF) effective April 01, 2019.
  • To further enhance the quality of disclosures made by Credit Rating Agencies (CRAs) and strengthen the rating framework, the Securities and Exchange Board of India (SEBI) has introduced Guidelines for Enhanced Disclosures by CRAs.
  • To provide flexibility to pension funds to improve fund performance depending on market conditions, the Pension Fund Regulatory and Development Authority (PFRDA) amended the investment guidelines.
  • The Insolvency and Bankruptcy Board of India (IBBI) is showing steady progress in the resolution of stressed assets.

RBI releases December 2017 Financial Stability Report
The Reserve Bank of India today released the Financial Stability Report (FSR) December 2017, a biannual publication and the 16th in the series.
The FSR reflects the overall assessment on the stability of India’s financial system and its resilience to risks emanating from global and domestic factors. The Report also discusses issues relating to development and regulation of the financial sector.
Overall assessment of systemic risks
  • India’s financial system remains stable. Notwithstanding the efforts to normalise monetary policy by the Federal Reserve and the Bank of England, financial conditions in the advanced economies remain accommodative. Commodities space is firming up. Increased geopolitical risks imply likely volatility in commodity prices.
Global and domestic macro-financial risks
  • The global economy has picked up steam and the growth momentum appears sustainable. In the emerging market context, exports are growing at their fastest clip in six years on the back of a pick-up in global growth.
  • In terms of structural change, the information technology-led growth is possibly making the world a lot more unequal.
  • Domestic growth rebounded in 2017-18:Q2 after initial hiccups associated with the roll-out of the nationwide goods and services tax (GST) coming on the back of demonetisation.
  • The overall investment climate remains challenging though the situation has shown improvement since 2017-18:Q1. The positive signals of improvement - ‘the decline in number and cost of stalled projects in 2017-18:Q2’, ‘the efforts to improve the quality of government expenditure’, ‘ease of doing business ranking’, ‘India’s sovereign rating upgrade by Moody’s’ and the ‘bank recapitalisation announcement’ are expected to provide a significant fillip to investment sentiments in the coming quarters.
  • The overhang of liquidity conditions in the wake of demonetisation has led to unprecedented fund flows to both equity and debt mutual funds. Foreign portfolio investment (FPI) flows into the capital market also remained buoyant with a greater preference for debt.
Financial Institutions: Performance and risks
  • The overall risks to the banking sector remained elevated due to asset quality concerns. Credit growth of scheduled commercial banks (SCBs) showed an improvement between March and September 2017, while public sector banks (PSBs) continued to lag behind their private sector peers.
  • The gross non-performing advances (GNPA) ratio and the stressed advances ratio of the banking sector increased between March 2017 and September 2017.
  • Stress test suggests that in the baseline scenario, GNPAs of the banking sector may rise from 10.2 per cent of gross advances in September 2017 to 10.8 percent in March 2018 and further to 11.1 per cent by September 2018.
  • SCBs’ return on assets (RoA) remained unchanged at 0.4 per cent between March and September 2017 while PSBs have continued to record negative profitability ratios.
  • Overall, capital to risk-weighted assets ratio (CRAR) improved from 13.6 per cent to 13.9 per cent between March 2017 and September 2017.
  • The share of large borrowers both in total SCBs’ loans as well as GNPAs declined between March and September 2017.
  • GNPAs of the NBFC sector as a percentage of total advances increased between March 2017 and September 2017.
  • The network analysis indicates that the degree of interconnectedness in the banking system has decreased gradually since 2012. The joint solvency-liquidity contagion analysis shows that the losses due to default of a bank have declined.
  • From the perspective of larger financial system, SCBs continued to be the dominant players accounting for nearly 47 per cent of the bilateral exposure followed by asset management companies managing mutual funds (AMC-MFs), non-banking financial companies (NBFCs), insurance companies, housing finance companies (HFCs) and all-India financial institutions (AIFIs).

बैंकिंग सेक्टर में चुनौतियों के बावजूद भारत की वित्तीय व्यवस्था मजबूत बनी हुई है: RBI
रिजर्व बैंक ने देश की वित्तीय स्थिरता रिपोर्ट, जून 2017 जारी की है। रिपोर्ट में भारत की वित्तीय व्यवस्था को मजबूत बताया गया है। आरबीआई ने कहा है कि हालांकि बैंकिंग सेक्टर में कुछ चुनौतियां हैं। ग्लोबल ग्रोथ आउटलुक, मैक्रो इकोनॉमिक माहौल और मार्केट सेंटिमेंट में सुधार की बात इस रिपोर्ट में कही गई है।
भारतीय रिज़र्व बैंक ने जून 2017 की वित्तीय स्थिरता रिपोर्ट जारी की
भारतीय रिज़र्व बैंक ने वित्तीय स्थिरता रिपोर्ट (एफएसआर) जून 2017 जारी की जो एक छमाही और इस श्रृंखला में 15वां प्रकाशन है।
वित्तीय स्थिरता रिपोर्ट भारत की वित्तीय प्रणाली की स्थिरता के समग्र आकलन और वैश्विक और घरेलू कारकों से उत्पन्न जोखिमों के प्रति इसकी आघात सहनीयता को प्रतिबिंबित करती है। रिपोर्ट में वित्तीय क्षेत्र के विकास और विनियमन से संबंधित मुद्दों पर भी चर्चा की जाती है। एफएसआर-जून 2017 की मुख्य-मुख्य बातें नीचे सारांश में दी गई हैं :
प्रणालीगत जोखिमों का समग्र आकलन
  • भारत की वित्तीय प्रणाली स्थिर है, चाहे बैंकिंग प्रणाली द्वारा लगातार बड़ी चुनौतियों का सामना किया जा रहा हो। जबकि वैश्विक वृद्धि संभावना और बाजार भावनाओं में सुधार हुआ है, घरेलू मोर्चे पर राजनीतिक स्थिरता से त्वरित सुधारों, समग्र सकारात्मक कारोबारी भावना और समष्टि आर्थिक स्थिरता की संभावना को और बल मिला है।
वैश्विक और घरेलू समष्टि-वित्तीय जोखिम
  • सुस्त वृद्धि के कई वर्षों बाद, वैश्विक अर्थव्यवस्था में सुधार होना प्रतीत हो रहा है। हालांकि, अनिश्चितताएं बनी हुई हैं, वैश्विक उदार मौद्रिक नीति व्यवस्था से एक सामान्य दर चक्र में स्थिर परिवर्तन की अंतर्निहित भावना इक्विटी और मिश्रित आय बाजारों में देखी जा रही है।
  • पिछले कारोबारी चक्रों से भिन्न, जहां क्रेडिट वृद्धि के तेज होने से पहले जीडीपी वृद्धि में बढ़ोतरी हुई, गैर-वित्तीय कॉर्पोरेशनों के लिए निजी क्रेडिट में वृद्धि नियंत्रित है।
  • अमेरिकी फेडरल रिज़र्व (फेड) और अन्य उन्नत अर्थव्यवस्थाओं (एई) के बीच ‘ब्याज दर संभावना’ में विविधता जो पण्य-वस्तुओं की नरम कीमतों से जुड़ी हुई है, का कुछ पण्य-वस्तु केंद्रिक मुद्राओं पर प्रभाव हो सकता है।
  • घरेलू रूप से समष्टि आर्थिक स्थिति स्थिर रही है और त्वरित सुधारों की संभावना तथा राजनीतिक स्थिरता ने समग्र सकारात्मक कारोबारी भावना को और मजबूत किया है। जबकि खुदरा मुद्रास्फीति में हाल की तिमाहियों में काफी गिरावट देखी गई, वास्तविक सकल संवृद्धित मूल्य (जीवीए) वर्ष 2015-16 के 7.9 प्रतिशत की तुलना में वर्ष 2016-17 में कम होकर 6.6 प्रतिशत हो गया।
  • आगे, प्रत्यक्ष विदेशी निवेश में सुधार, वस्तु और सेवाकर (जीएसटी) का कार्यान्वयन तथा बाह्य मांग में पुनरुत्थान से बेहतर वृद्धि दृष्टिकोण की संभावना है। पूंजी बाजार के संकेतक उच्चतर हो गए जो इन सकारात्मक भावनाओं को प्रतिलक्षित करते हैं।
  • आस्ति गुणवत्ता दबावों के अंतर्गत बैंकों की क्रेडिट मध्यस्थता कम हो गई है और एनबीएफसी और म्यूच्युअल फंडों की मध्यस्थता काफी बढ़ गई है।
  • चयनित गैर-सरकारी गैर-वित्तीय (एनजीएनफ) सूचीबद्ध कंपनियों की छमाही स्थिति ने कॉर्पोरेट क्षेत्र के कार्यनिष्पादन, विशेषकर बिक्री वृद्धि में सुधार की ओर संकेत किया है।
वित्तीय संस्थाएं: अच्छी स्थिति और आघात सहनीयता
  • वर्ष 2016-17 के दौरान, जबकि अनुसूचित वाणिज्यिक बैंकों (एससीबी) की जमा में बढ़ोतरी हुई है, क्रेडिट वृद्धि धीमी रही जिसने निवल ब्याज आय (एनआईआई), विशेषकर सार्वजनिक क्षेत्र के बैंकों (पीएसबी) पर दबाव डाल दिया है।
  • जबकि अनुसूचित वाणिज्यिक बैंकों के लाभप्रदता अनुपातों में थोड़ी सी वृद्धि देखी गई है, सार्वजनिक क्षेत्र के बैंकों ने आस्तियों पर नकारात्मक प्रतिफल दिखाना जारी रखा है।
  • बैंकिंग क्षेत्र के सकल अनर्जक अग्रिम (जीएनपीए) बढ़ गए किंतु दबावग्रस्त अग्रिमों का अनुपात सितंबर 2016 और मार्च 2017 के बीच कम हुआ जिसका कारण पुनर्संरचित मानक अग्रिम में गिरावट होना है।
  • कुल मिलाकर, जोखिम भारित आस्तियों की तुलना में पूंजी अनुपात (सीआरएआर) में सितंबर 2016 और मार्च 2017 के बीच 13.4 प्रतिशत से सुधार होकर 13.6 प्रतिशत हो गया।
  • अनुसूचित वाणिज्यिक बैंकों के कुल ऋण पोर्टफोलियो और जीएनपीए दोनों में बड़े उधारकर्ताओं की हिस्सेदारी में सितंबर 2016 और मार्च 2017 के बीच कमी देखी गई।
  • प्रणाली स्तर पर अनुसूचित शहरी सहकारी बैंकों (एसयूसीबी) का सीआरएआर सितंबर 2016 और मार्च 2017 के बीच 13.0 प्रतिशत से बढ़कर 13.6 प्रतिशत हो गया।
  • जबकि 2016-17 के दौरान एनबीएफसी क्षेत्र के समग्र तुलन पत्र में 14.5 प्रतिशत तक बढ़ोतरी हुई, उनका निवल लाभ 2.9 प्रतिशत तक कम हुआ।
  • म्यूच्युअल फंडों की प्रबंध अधीन आस्तियां मार्च 2017 के अंत तक 17.5 ट्रिलियन से अधिक हो गई जो हर समय से उच्च स्तर पर थी।
  • बड़ी वित्तीय प्रणाली के दृष्टिकोण से अनुसूचित वाणिज्यिक बैंक प्रबल निवेशक रहे जिनका द्विपक्षीय एक्सपोज़र लगभग 51 प्रतिशत रहा और इसके बाद म्यूच्युअल फंडों का प्रबंध करने वाली आस्ति प्रबंध कंपनियां (एएमसी-एमएफ), गैर-बैंकिंग वित्तीय कंपनियां (एनबीएफसी), अखिल भारतीय वित्तीय संस्थाओं (एआईएफआई), बीमा कंपनियों और आवास वित्त कंपनियों (एचएफसी) का एक्सपोज़र रहा।

  • भारतीय लेखांकन मानकों में भावी शिफ्टिंग कौशल और प्रावधानीकरण की उच्चतर राशि की अपेक्षा के मामले में भारतीय बैंकों के लिए चुनौतीपूर्ण होगा।
  • भारतीय रिज़र्व बैंक ने अपना प्रकटन और मानक आस्ति प्रावधानीकरण अपेक्षाओं को सख्त किया है जबकि दबावग्रस्त आस्तियों के समाधान के लिए अधिक अग्र-सक्रिय दृष्टिकोण अपनाया है।
  • रिज़र्व बैंक ने शीघ्र सुधारात्मक कार्रवाई (पीसीए) ढांचे में सुधार करके और प्रवर्तन विभाग स्थापित करके अपने पर्यवेक्षी और प्रवर्तन ढांचों को भी सख्त बनाया है।
  • आवास ऋण में थोड़ी सी हानि और समग्र कमजोर क्रेडिट वृद्धि ने भारतीय रिज़र्व बैंक को जोखिम भारों को कम करने के काउंटर-चक्रीय उपाय करने और व्यक्तिगत आवास ऋणों के लिए मानक आस्ति प्रावधानीकरण करने की सुविधा दी है।
  • मसाला बॉन्डों पर विवेकपूर्ण मानदंडों को बाह्य वाणिज्यिक उधार (ईसीबी) के साथ व्यापक रूप से अनुरूप बनाया गया है।
  • सेबी ने भारतीय रिज़र्व बैंक के साथ अंतरराष्ट्रीय वित्तीय सेवा केंद्रों (आईएफएससी) में डेरिवेटिव लेनदेनों की अनुमति दी है जबकि शीर्ष सूचीबद्ध संस्थाओं के लिए प्रकटन अपेक्षाओं को अधिक व्यापक बना दिया है। सेबी द्वारा निवेशक संरक्षण उपायों को और बढ़ा दिया गया।
  • बाजार इंफ्रास्ट्रक्चर संस्थाओं (एमआईआई) में शिकायत समाधान तंत्र की प्रभावशीलता में वृद्धि करने के लिए सेबी ने शेयर बाजारों और निक्षेपागारों के परामर्श से मौजूदा ढांचे की व्यापक समीक्षा की है।
  • पीएफआरडीए ने परिचालन प्रभारों में कमी करने और निवेशकों के लिए दीर्घावधि प्रतिफल बढ़ाने के लिए दूसरी रिकार्ड कीपिंग एजेंसी की अनुमति दी।
  • धोखाधड़ी और साइबर प्रहारों से उत्पन्न होने वाली चिंताएं हाल के वैश्विक रैंसमवेयर प्रहारों के साथ उच्च स्तर पर रही हैं। इस संबंध में विनियामकों की विभिन्न प्रतिक्रियाओं में भारतीय रिज़र्व बैंक द्वारा अंतर-अनुशासकीय स्थायी समिति गठित करना शामिल है।

RBI releases June 2017 Financial Stability Report
The Reserve Bank of India today released the Financial Stability Report (FSR) June 2017, a biannual publication and the 15th in the series.
The FSR reflects the overall assessment on the stability of India’s financial system and its resilience to risks emanating from global and domestic factors. The Report also discusses issues relating to development and regulation of the financial sector. Highlights of FSR- June 2017 are summarised below:
Overall assessment of systemic risks
• India’s financial system remains stable, even though the banking sector continues to face significant challenges. While the global growth outlook and market sentiments have improved, political stability on the domestic front has further reinforced expectations of accelerated reforms, overall positive business sentiment and macroeconomic stability.
Global and domestic macro-financial risks
  • After years of sluggish growth, the global economy seems poised for a turnaround. Even though there are uncertainties, the underlying feeling of a stable transition from a global accommodative monetary policy regime to a normal rate cycle is evident in equity and fixed income markets.
  • Unlike past business cycles wherein credit growth acceleration preceded an uptick in GDP growth, growth in private credit to non-financial corporations is muted.
  • The divergence in ‘interest rate outlook’ between the US Federal Reserve (FED) and other advanced economies (AEs), coupled with prospect of soft commodity prices may have implications for some of the commodity-centric currencies.
  • Domestically macroeconomic conditions remained stable and the expectations of accelerated reforms and political stability further reinforced the overall positive business sentiment. While the retail inflation witnessed significant decline during the recent quarters, the real gross value added (GVA) growth declined to 6.6 per cent in 2016-17 as compared with 7.9 per cent in 2015-16.
  • Going forward, reforms in foreign direct investment, implementation of goods and services tax (GST), and revival in external demand are likely to contribute to a better growth outlook. The capital market indices moved to a higher territory reflecting these positive sentiments.
  • Under asset quality pressures, credit intermediation by banks has retrenched and that by NBFCs and mutual funds has increased significantly.
  • The half-yearly positions of select non-government non-financial (NGNF) listed companies indicated improvement in the performance of the corporate sector, especially growth in sales.
Financial Institutions: Soundness and resilience
  • During 2016-17, while deposit growth of scheduled commercial banks (SCBs) picked up, credit growth remained sluggish putting pressure on net interest income (NII), particularly of the public sector banks (PSBs).
  • While, profitability ratios of SCBs showed a marginal increase, PSBs continue to show a negative return on assets (RoA).
  • The gross non-performing advances (GNPAs) of the banking sector rose but the stressed advances ratio declined between September 2016 and March 2017 due to fall in restructured standard advances.
  • Overall, capital to risk-weighted assets ratio (CRAR) improved from 13.4 per cent to 13.6 per cent between September 2016 and March 2017.
  • The share of large borrowers, both in SCBs’ total loans portfolio as well as GNPAs, showed a reduction between September 2016 and March 2017.
  • At the system level, the CRAR of scheduled urban co-operative banks (SUCBs) increased from 13.0 per cent to 13.6 per cent between September 2016 and March 2017.
  • While the aggregate balance sheet of the NBFC sector expanded by 14.5 per cent during 2016-17, their net profit was down by 2.9 per cent.
  • Assets under management by Mutual Funds (AUM) touched an all-time high of more than ₹ 17.5 trillion by end-March 2017.
  • From the perspective of larger financial system, SCBs continued to be the dominant players accounting for nearly 51 per cent of the bilateral exposure followed by asset management companies managing mutual funds (AMC-MFs), non-banking financial companies (NBFCs), all-India financial institutions (AIFIs), insurance companies and housing finance companies (HFCs).
Financial sector: Regulation and development
  • Imminent transition to Ind AS will be challenging for Indian banks in terms of skills as well as the requirement of higher amount of provisioning.
  • RBI tightened its disclosure and standard assets provisioning requirements, while adopting a more pro-active approach in resolution of stressed assets.
  • The Reserve Bank also tightened its supervisory and enforcement frameworks by revising the prompt corrective action (PCA) framework and establishing an Enforcement Department.
  • Lower impairment in home loans and overall weak credit growth have facilitated the RBI to take a counter-cyclical measure of reducing risk weights and standard asset provisioning for individual housing loans.
  • The prudential norms on masala bonds have been harmonised broadly with that for external commercial borrowing (ECB).
  • SEBI, along with the RBI, allowed derivative transactions in the International Financial Services Centres (IFSCs), while making the disclosure requirements for top listed entities more comprehensive. Investor protection measures were further enhanced by SEBI.
  • To enhance the effectiveness of grievance redressal mechanism at Market Infrastructure Institutions (MIIs), SEBI has comprehensively reviewed the existing framework in consultation with the Stock Exchanges and Depositories
  • PFRDA allowed the second record keeping agency to bring down operating charges and enhancing long-term returns to the investors.
  • Concerns arising from frauds and cyber-attacks remain elevated with the recent global ransomware attacks. Various responses by the regulators in this regard include setting up of an Inter-disciplinary Standing Committee on Cyber Security by the RBI.
