2022-23 की दूसरी तिमाही (जुलाई-सितंबर) के दौरान भारत के भुगतान संतुलन की गतिविधियां

दूसरी तिमाही (क्यू2) अर्थात् जुलाई-सितंबर 2022-23 के लिए भारत के भुगतान संतुलन (बीओपी) से संबंधित प्रारंभिक आंकड़े विवरण-। (बीपीएम6 फॉर्मेट) और ।। (पुराना फॉर्मेट) में प्रस्‍तुत किए गए हैं।

2022-23 की दूसरी तिमाही में भारत के भुगतान संतुलन की मुख्य विशेषताएं

  • भारत के चालू खाते की शेष राशि में 2022-23 की दूसरी तिमाही में 36.4 बिलियन अमेरिकी डॉलर (जीडीपी का 4.4 प्रतिशत) का घाटा दर्ज किया गया, जो 2022-23 की पहली तिमाही में 18.2 बिलियन अमेरिकी डॉलर (जीडीपी का 2.2 प्रतिशत)1 और एक वर्ष पहले [अर्थात, 2021-22 की दूसरी तिमाही]2 9.7 बिलियन अमेरिकी डॉलर (जीडीपी का 1.3 प्रतिशत) के घाटे से अधिक है।

  • 2022-23 की दूसरी तिमाही में चालू खाते में घाटे का मुख्य कारण वस्तु व्यापार घाटे का 2022-23 की पहली तिमाही में 63.0 बिलियन अमेरिकी डॉलर से बढ़कर 83.5 बिलियन अमेरिकी डॉलर हो जाना और निवेश आय के अंतर्गत निवल व्यय में वृद्धि होना था।

  • सॉफ्टवेयर निर्यात, व्यापार और यात्रा सेवाओं में वृद्धि के कारण सेवा निर्यात में वर्ष-दर-वर्ष (वाई-ओ-वाई) आधार पर 30.2 प्रतिशत की संवृद्धि दर्ज की गई। निवल सेवा प्राप्तियों में क्रमिक रूप से और वर्ष-दर-वर्ष दोनों आधार पर वृद्धि हुई।

  • प्राथमिक आय खाते से निवल व्यय, जो मुख्यतया निवेश आय के भुगतान को दर्शाता है, एक वर्ष पहले के 9.8 बिलियन अमेरिकी डॉलर से बढ़कर 12.0 बिलियन अमेरिकी डॉलर हो गया।

  • निजी अंतरण प्राप्तियों की राशि, जो मुख्यतया विदेशों में कार्यरत भारतीयों द्वारा विप्रेषण को दर्शाती है, एक वर्ष पहले के उनके स्तर से 29.7 प्रतिशत की वृद्धि के साथ 27.4 बिलियन अमेरिकी डॉलर दर्ज की गई।

  • वित्तीय खाते में, निवल विदेशी प्रत्यक्ष निवेश एक वर्ष पहले के 8.7 बिलियन अमेरिकी डॉलर से घटकर 6.4 बिलियन अमेरिकी डॉलर हो गया।

  • निवल विदेशी पोर्टफोलियो निवेश में 6.5 बिलियन अमेरिकी डॉलर का अंतर्वाह दर्ज किया गया, जो 2021-22 की दूसरी तिमाही के दौरान 3.9 बिलियन अमेरिकी डॉलर से अधिक है।

  • 2022-23 की दूसरी तिमाही में भारत के लिए निवल बाह्य वाणिज्यिक उधार में 0.4 बिलियन अमेरिकी डॉलर का बहिर्वाह दर्ज किया गया, जबकि इसमें एक वर्ष पहले 4.3 बिलियन अमेरिकी डॉलर का अंतर्वाह दर्ज किया गया था।

  • अनिवासी जमाओं में 2021-22 की दूसरी तिमाही में 0.8 बिलियन अमेरिकी डॉलर के निवल बहिर्वाह की तुलना में 2.5 बिलियन अमेरिकी डॉलर का निवल अंतर्वाह दर्ज किया गया।

  • 2022-23 की दूसरी तिमाही में विदेशी मुद्रा आरक्षित निधियों (बीओपी के आधार पर) में 30.4 बिलियन अमेरिकी डॉलर की कमी हुई, जबकि 2021-22 की दूसरी तिमाही में 31.2 बिलियन अमेरिकी डॉलर की अभिवृद्धि हुई थी (तालिका 1)।

अप्रैल-सितंबर 2022 (2022-23 की पहली छमाही) के दौरान भुगतान संतुलन

  • 2022-23 की पहली छमाही में भारत ने सकल घरेलू उत्पाद का 3.3 प्रतिशत का चालू खाता घाटा दर्ज किया, जो वस्तु व्यापार घाटे में तेज वृद्धि के कारण हुआ, जबकि 2021-22 की पहली छमाही में यह 0.2 प्रतिशत था।

  • सेवाओं और निजी अंतरणों की उच्च निवल प्राप्तियों के कारण वर्ष-दर-वर्ष आधार पर 2022-23 की पहली छमाही में निवल अदृश्य प्राप्तियां अधिक थीं।

  • 2022-23 की पहली छमाही में 20.0 बिलियन अमेरिकी डॉलर का निवल एफडीआई अंतर्वाह 2021-22 की पहली छमाही में 20.3 बिलियन अमेरिकी डॉलर के लगभग बराबर था। पोर्टफोलियो निवेश में 2022-23 की पहली छमाही में 8.1 बिलियन अमेरिकी डॉलर का निवल बहिर्वाह दर्ज किया गया, जबकि इसमें एक वर्ष पहले 4.3 बिलियन अमेरिकी डॉलर का अंतर्वाह दर्ज किया गया था।

  • 2022-23 की पहली छमाही में, विदेशी मुद्रा आरक्षित निधियों (बीओपी आधार पर) में 25.8 बिलियन अमेरिकी डॉलर की कमी आई।

India’s current account deficit (CAD) narrows in Q4
Developments in India’s Balance of Payments during the Fourth Quarter (January-March) of 2018-19
Preliminary data on India’s balance of payments (BoP) for the fourth quarter (Q4), i.e., January-March 2018-19, are presented in Statements I (BPM6 format) and II (old format).
Key Features of India’s BoP in Q4 of 2018-19
  • India’s current account deficit (CAD) at US$ 4.6 billion (0.7 per cent of GDP) in Q4 of 2018-19 narrowed from US$ 13.0 billion (1.8 per cent of GDP) in Q4 of 2017-18 and US$ 17.7 billion (2.7 per cent of GDP) in the preceding quarter.
  • The contraction of the CAD on a year-on-year (y-o-y) basis was primarily on account of a lower trade deficit at US$ 35.2 billion as compared with US$ 41.6 billion a year ago.
  • Net services receipts increased by 5.8 per cent on a y-o-y basis mainly on the back of a rise in net earnings from telecommunications, computer and information services.
  • Private transfer receipts, mainly representing remittances by Indians employed overseas, at US$ 17.9 billion declined by 0.9 per cent from their level a year ago.
  • In the financial account, net foreign direct investment at US$ 6.4 billion in Q4 of 2018-19 remained at the same level as in Q4 of 2017-18.
  • Foreign portfolio investment recorded net inflow of US$ 9.4 billion in Q4 of 2018-19 – as compared with US$ 2.3 billion in Q4 a year ago – on account of net purchases in both debt and equity market.
  • Net inflow on account of external commercial borrowings to India increased to US$ 7.2 billion in Q4 of 2018-19 from US$ 1.0 billion a year ago.
  • In Q4 of 2018-19, there was an accretion of US$ 14.2 billion to the foreign exchange reserves (on BoP basis) as compared with US$ 13.2 billion in Q4 of 2017-18 (Table 1).
BoP during 2018-19
  • The CAD increased to 2.1 per cent of GDP in 2018-19 from 1.8 per cent in 2017-18 on the back of widening of the trade deficit.
  • India’s trade deficit increased to US$ 180.3 billion in 2018-19 from US$ 160.0 billion in 2017-18.
  • Net invisible receipts were higher in 2018-19 mainly due to increase in net services earnings and private transfer receipts.
  • Net FDI inflows at US$ 30.7 billion in 2018-19 were marginally higher than US$ 30.3 billion in 2017-18.
  • Portfolio investment recorded a net outflow of US$ 2.4 billion in 2018-19 as against an inflow of US$ 22.1 billion a year ago.
  • In 2018-19, there was a depletion of US$ 3.3 billion of the foreign exchange reserves (on a BoP basis).

Developments in India’s Balance of Payments during the First Quarter (April-June) of 2018-19
Preliminary data on India’s balance of payments (BoP) for the first quarter (Q1), i.e., April-June 2018-19, are presented in Statements I (BPM6 format) and II (old format).
Key Features of India’s BoP in Q1 of 2018-19
  • India’s current account deficit (CAD) stood at US$ 15.8 billion (2.4 per cent of GDP) in Q1 of 2018-19 as compared with US$ 15.0 billion (2.5 per cent of GDP) in Q1 of 2017-18.
  • The widening of the CAD on a year-on-year (y-o-y) basis was primarily on account of a higher trade deficit at US$ 45.7 billion as compared with US$ 41.9 billion a year ago.
  • Net services receipts increased by 2.1 per cent on a y-o-y basis mainly on the back of a rise in net earnings from software and financial services.
  • Private transfer receipts, mainly representing remittances by Indians employed overseas, amounted to US$ 18.8 billion, increasing by 16.9 per cent from their level a year ago.
  • In the financial account, net foreign direct investment at US$ 9.7 billion in Q1 of 2018-19 was higher than US$ 7.1 billion in Q1 of 2017-18.
  • Portfolio investment recorded net outflow of US$ 8.1 billion in Q1 of 2018-19 – as compared with an inflow of US$ 12.5 billion in Q1 last year – on account of net sales in both the debt and equity markets.
  • Net receipts on account of non-resident deposits amounted to US$ 3.5 billion in Q1 of 2018-19 as compared with US$ 1.2 billion a year ago.
  • In Q1 of 2018-19, there was a depletion of US$ 11.3 billion of the foreign exchange reserves (on BoP basis) as against an accretion of US$ 11.4 billion in Q1 of 2017-18 (Table 1).

चालू खाता घाटा (CAD) ने बढ़ाई चिंता, जनवरी-मार्च 2017-18 के दौरान तीन गुना बढ़ा, GDP का 1.9% पर पहुंचा
सीएडी यानी चालू खाता घाटा (Current Account Deficit) वित्त वर्ष 2017-18 की जनवरी-मार्च (चौथी तिमाही) में साल दर साल के आधार पर बढ़ी है जबकि तिमाही दर तिमाही के आधार पर घटी है। यह 2016-17 की चौथी तिमाही में यह 2.6 अरब अमेरिकी डॉलर (GDP का 0.6%) था  जो कि 2017-18 की इसी तिमाही में बढ़कर 13 अरब अमेरिकी डॉलर (GDP का 1.9%) पर पहुंच गया।  हालांकि, वित्त वर्ष 2017-18 की तीसरी तिमाही
में यह 13.7 अरब अमेरिकी डॉलर (GDP का 2.1%) था।

चालू खाता घाटे में इस बढ़ोतरी में सबसे अधिक योगदान दिया है व्यापार घाटे ने। इस दौरान व्यापार घाटा 41.6 अरब अमेरिकी डॉलर पर पहुंच गया। ऐसा निर्यात के मुकाबले आयात में बढ़ोतरी के कारण हुआ।  आरबीआई ने इस बारे में ताजा आंकड़े जारी किए हैं।

Key Features of India’s BoP in Q4 of 2017-18
  • India’s current account deficit (CAD) at US$ 13.0 billion (1.9 per cent of GDP) in Q4 of 2017-18 increased from US$ 2.6 billion (0.4 per cent of GDP) in Q4 of 2016 -17, but moderated marginally from US$ 13.7 billion (2.1 per cent of GDP) in the preceding quarter.
  • The widening of the CAD on a year-on-year (y-o-y) basis was primarily on account of a higher trade deficit (US$ 41.6 billion) brought about by a larger increase in merchandise imports relative to exports.
  • Net services receipts increased by 8.8 per cent on a y-o-y basis mainly on the back of a rise in net earnings from software services and other business services.
  • Private transfer receipts, mainly representing remittances by Indians employed overseas, amounted to US$ 18.1 billion, increasing by 15.1 per cent from their level a year ago.
  • In the financial account, net foreign direct investment at US$ 6.4 billion in Q4 of 2017-18 was higher than US$ 5.0 billion in Q4 of 2016-17.
  • Portfolio investment recorded net inflow of US$ 2.3 billion in Q4 of 2017-18 – as compared with an inflow of US$ 10.8 billion in Q4 last year – on account of moderation in net purchases in both the debt and equity markets.
  • Net receipts on account of non-resident deposits amounted to US$ 4.6 billion in Q4 of 2017-18 as compared with US$ 2.7 billion a year ago.
  • In Q4 of 2017-18, there was an accretion of US$ 13.2 billion to the foreign exchange reserves (on BoP basis) as compared with an accretion of US$ 7.3 billion in Q4 of 2016-17 (Table 1).
BoP during 2017-18
  • For the full year, the CAD increased to 1.9 per cent of GDP in 2017-18 from 0.6 per cent in 2016-17 on the back of a widening of the trade deficit.
  • India’s trade deficit increased to US$ 160.0 billion in 2017-18 from US$ 112.4 billion in 2016-17.
  • Net invisible receipts were higher in 2017-18 mainly due to increase in net services earnings and private transfer receipts.
  • Gross FDI inflows to India increased to US$ 61.0 billion in 2017-18 from US$ 60.2 billion in 2016-17.
  • Net FDI inflows in 2017-18 moderated to US$ 30.3 billion from US$ 35.6 billion in 2016-17.
  • Portfolio investment recorded a net inflow of US$ 22.1 billion in 2017-18 as compared with US$ 7.6 billion a year ago.
  • In 2017-18, there was an accretion of US$ 43.6 billion to the foreign exchange reserves (on a BoP basis).
